Speaker Bio:
Carlos García de Alba was born in the city of Guadalajara, State of Jalisco, Mexico on the 14th of June 1958. He has a BA in Economics from the Universidad Autónoma Metropolitana, Xochimilco. He has a Masters Degree in Political Science from the University of Rome and a PhD in Sociology also from the University of Rome, Italy.
He is a career diplomat. He joined the Mexican Foreign Service in 1987 and was promoted to Ambassador in 2006. He was ratified by the Mexican Senate as Consul General of Mexico in Los Angeles in April 2016.
He served as Executive Director for the Institute for Mexicans Abroad, (2009-2011). This Institute is in charge of coordinating the various programs which the Mexican Government has for Mexican citizens living abroad.
He served as Ambassador of Mexico to Ireland from 2011 to 2016. He was Chargé d’Affaires a.i. in the Representation of Mexico at the Organization of Economic Cooperation and Development, (2006-2007). He was Consul General of Mexico in Dallas, Texas, (2004-2006) and Commercial Counselor at the Embassy of México in Italy (1989-1993).
At the Mexican Ministry of Foreign Affairs, he served as Director General of State Delegations (1998-2000); Regional Director of the Western Central Zone based in Guadalajara, (1995-1998); Director for Multilateral Affaires of the Directorate General for the Pacific Basin (1993-1995); Head of Department for the Nordic Countries at the Directorate General for Western Europe (1988-1989); Analyst at the Directorate General of Protection and Consular Services (1988); and Adviser to the Permanent Representative of México at the FAO (1983-1986), in Rome, Italy.
In other Federal Government Ministries, he was Director General of International Relations in the Ministry of Education (2007-2009); Secretary General in the Ministry of Environment and Natural Resources (2000-2003); and Head of the Department of Labour Policy in the Ministry of Agriculture and Water Resources (1979-1980).
In the Academic field he is a member of the Reflection Group on Economics and Culture at the Universidad Autónoma Metropolitana. He was a member of the Advisory Board for the Pedagogy Faculty at the Pan American University (2008), and of the Advisory Board of the Mexico-United States of America Studies Centre, at the University of Texas in Dallas (2005). He was a member of the Board of Governors of El Colegio de Jalisco (2003-2009); Academic Committee Co-Chair of the Mexico-United States Fulbright-García Robles Commission for Educational and Cultural Exchange; Secretary General of the Mexican Commission for UNESCO and Chairman of the National History and Geography Section at the Pan American Institute.
He has published numerous articles on foreign policy issues, youth, environment, agricultural economics and public administration. He has given over 300 lectures and courses on various subjects in several countries. He was also a member of the Editorial Board of the national section in the newspaper Reforma in Mexico City (2009).
He was awarded the “Orden Del Libertador San Martin”, by the Republic of Argentina in October 1999.
He was presented with “The Lord Mayor of Dublin’s Awards 2013 – Digital Champion Award”. This is in recognition for his work in connecting people and countries, as well as promoting the huge potential and business opportunities that digital technology provides. He is the first diplomat to receive this award since it was established in 1989.
He was awarded with the “Honorary Distinguished Graduate Recognition” by the Universidad Autónoma Metropolitana in February 2015. This is in recognition as a result of his merits in the professional, cultural, humanistic capacity, academic, and his contribution to the development of the University or the country.
Since 2010, he is academic advisor Ad Honorem of the Feria Internacional del Libro de Guadalajara, in charge of the organization of the International Forum on Migration and Development.
Carlos García de Alba speaks Spanish, English, Italian, and French. He is divorced and has one son. His hobbies are reading, travelling, football soccer, ping pong, movies, and writes short stories.

Prior to joining Pt Capital as President, Mead Treadwell served as Alaska’s lieutenant governor and was a candidate for U.S. Senate. Mead is recognized as one of the world’s Arctic policy experts. He was appointed to the U.S. Arctic Research Commission by President George W. Bush, and designated as chair under President’s Bush and Obama. Mead served in the cabinet of Alaska Governor Wally Hickel and led Alaska’s efforts to build circumpolar cooperation through the eight nation Arctic Environmental Protection Strategy. Mead has been actively involved in numerous Arctic policy focused organizations, including: Institute of the North, the Aspen Institute, the Hoover Institution at Stanford University, the Arctic Circle, and the World Economic Forum’s Global Action Council on the Arctic.
As an entrepreneur and investor, Mead has served in numerous Board and executive leadership roles in Alaska resource development, telecommunications, and information technology companies that created innovative programs like “Street view” ® for Google.
Mead is a graduate of Yale University and the Harvard Business School.
